Abstract:In order to scientifically utilize land resources and balance the land use structure, effectively ensure food security and energy resource security, it is planned to carry out a land consolidation project in a suitable location on the surface of an underground coal mining area, and add additional arable land with guaranteed quantity and quality. By analyzing the mutual influence relationship between the development and utilization of supplementary arable land and coal mining and production, and evaluating the soil pollution risk of agricultural land in supplementary arable land, the feasibility of adding supplementary arable land in the local surface area of underground coal mining was demonstrated. After analysis, the scope of supplementary arable land is outside the mining scope of resource reserves in the mining area, and there is no coal mine roadway and no goaf under the supplementary arable land, which has limited impact on the hydrogeological conditions of the mining area, and in accordance with relevant policies, the coal mining enterprise can still go through registration procedures such as continuation and change within the scope of the original mining right; If coal mining enterprises regulate mining in accordance with relevant regulations and program requirements, surface subsidence will generally not occur, the surrounding land use pattern will not change significantly, and the irrigation water source will not be affected; The soil samples in the supplementary arable land were tested by laboratory tests, and there was no phenomenon of exceeding the standard, and the risk of soil pollution in agricultural land was low. It is concluded that it is feasible to carry out land consolidation and add new arable land in a suitable location on the surface of the underground coal mining area, which is conducive to optimizing the allocation of land resources, and provides reference significance for the coordinated development of mineral resources exploitation and utilization and arable land development and protection. |
