| 中文摘要:党的十九大以来,质量提升行动已成为我国国家战略；2018年自然资源部在全系统开展“质量提升年”活动,强调要根据经济社会发展规律、地质工作规律,牢固树立质量第一、效益优先的理念。近年来中国地质调查局在项目管理、人才绩效评价等方面做了一系列工作,提高项目质量已经成为迫切需要解决的薄弱环节。本文梳理提升地质调查工作质量面临的机遇、总结实施地质调查管理创新具有的工作基础、全面总结强化质量管理面临的问题；在此基础上为提升地质调查工作质量,文章提出提出以下措施及建议：加强机构建设、强化项目管理体系、充分发挥人才队伍管理体系质量管理、发挥好地质调查预算绩效管理和检察审计作用。 |

| Innovative management to improve the quality of geological survey work |

| Abstract:Since the 19th National Congress of the Communist Party of China, the quality improvement action has become China’s national strategy. Since 2018, the Ministry of Natural Resources has carried out the "Quality Improvement Year" campaign throughout the system, emphasizing the need to firmly establish the concept of quality first and efficiency first according to the laws of economic and social development and the law of geological work. In recent years, the China Geological Survey has done a series of work in project management and talent performance evaluation. Improving the quality of the project has become an urgent need to solve the weak link. This paper sorts out the opportunities faced by improving the quality of geological survey work, summarizes the work foundation of implementing geological survey management innovation, and comprehensively summarizes the problems faced by strengthening quality management. On the basis of this, in order to improve the quality of geological survey work, the article proposes the following measures and recommendations. Strengthen institution building, strengthen project management system, give full play to the quality management of talent team management system, and play a good role in geological survey budget performance management and procuratorial audit. |
